Wuhan Implements "National IV Standard" Impact on Used Car Market

Wuhan City Environmental Protection Bureau and Wuhan Public Security Bureau Transportation Authority issued a notice that starting July 1st, local new vehicles and imported second-hand motor vehicles that are imported into the country will not be able to apply for a license if they do not meet the national IV emission standards.

The introduction of the new regulations will, to a certain extent, reduce motor vehicle pollution emissions, and a series of impacts will also appear in the automotive trading market. The reporter visited and learned that the new car deal is not affected by the New Deal, and some of the used car and light commercial vehicle trade will be affected, and some models with lower emission standards than the National IV will go to the secondary market.

Check whether the standard is met before buying a car

The reporter learned from the Wuhan Municipal Environmental Protection Bureau that starting July 1, new cars from Wuhan City will be registered with vehicles from other places and new emission standards will be implemented. The period of validity is three years. Among them, Wuhan purchased new vehicles and motor vehicles imported from other countries registered to implement the State IV motor vehicle emission standards, and gas-fueled ignited engine vehicles (referring to natural gas or liquefied gas vehicles) to implement State V motor vehicle emission standards.

The new regulations pointed out that for any motor vehicle that does not meet the above standards, the public security department of Wuhan Municipality will not register or transfer the registration. The environmental protection department will not handle the relevant environmental protection procedures. From now on, when purchasing vehicles, people must be sure that the relevant emission standards on the motor vehicle's certificate of compliance have reached the national IV standard.

After the implementation of the National IV Standard, Wuhan City implemented the management principles of “new car new standards, old cars and old standards”. Consumers have already purchased vehicles that they currently use. They are temporarily not within the scope of the New Deal. For the existing highly polluting vehicles, the city mainly adopts the policy of “refreshing and eliminating them as soon as possible”.

The impact on new car transactions is not obvious

According to the national regulations, all new cars produced after July 2012 will be subject to the implementation of the National IV emission standards, and the new cars are generally up to the standard on the market. There are also some old models that will be affected, such as some 2009 Jiangling Transit, 2009 Iveco, but not the main product of the market.

The reporter visited and learned that most commercial vehicle dealers have made a round of price cuts in the first half of this year, and most of the merchants' "State III stocks" have been emptied.

“Sales in the first quarter of this year have increased by 50% compared with the same period of last year.” A light commercial vehicle dealer in Wuhan told the reporter that after May, there was no vehicle that had fallen below the national IV standard. At present, only a few national III standards are available. Pickup trucks have not yet been sold and will be recovered by the manufacturers when they arrive.

Used cars enter the Wuhan threshold to improve

Prior to the introduction of the policy, Wuhan City had more than 10,000 motor vehicles imported from outside the country each year, and some of them were not up to standard vehicles. After the release of the new policy, it will strictly control the flow of non-compliance vehicles with high pollution and high emissions in other cities into Wuhan.

Li Jinle, who has engaged in second-hand car trading for seven years, said: “The New Deal requires that foreign cars entering Wuhan must meet the national IV standard. If we go to the local car, we must also take the national IV car.” Mr. Chen, a used car dealer, is right. The national standard III used car prices have some concerns. "The national standard III car is not easy to sell, and the price will drop."

At present, the vast majority of used cars sold in the market are National III standards. According to Yu Zhiyong, general manager of Wuhan Tongdawang Old Motor Vehicles Appraisal and Evaluation Co., Ltd., after the introduction of the new regulations, non-compliance vehicles cannot be transferred to Wuhan, but only to local cities that have not yet implemented high standards.
