On July 30, the Hefei Institute of Physical Science, Chinese Academy of Sciences, hosted the official kick-off meeting for the Ministry of Science and Technology's key research and development program titled "Sun Radiation Spectral Space Radiation Reference Load Technology" in Hefei, Anhui. The event brought together officials from the Ministry’s "Earth Observation and Navigation" key special project management office, project consultants, technical experts, project leaders, and representatives from all participating institutions.
During the meeting, Liu Jianguo, Deputy Dean of the Hefei Institute, presented appointment letters to 11 project consultants. The representative units pledged to fulfill their legal responsibilities, ensure the project is implemented in accordance with national guidelines, and coordinate efforts among all participants to achieve the set scientific goals. Director Qu Zhe of the Hefei Research Institute outlined the institute's involvement in the state key R&D plan and explained the project management structure. Researcher Zheng Xiaobing, the project leader, provided an overview of the project’s background, technical approach, and work schedule on behalf of the research team.
The expert consulting group emphasized the project’s importance in advancing China’s quantitative remote sensing capabilities. They encouraged the team to seize opportunities, strive for excellence, and develop clear highlights. They also suggested adopting best practices from similar projects, refining management strategies, and ensuring smooth coordination among all task holders. The group urged attention to scheduling, risk mitigation, and the development of industry-recognized testing standards. Additionally, they recommended that the team conduct forward-looking research and plan future model designs in advance.
Deputy Director Xu Wei of the Ministry of Science and Technology’s Earth Observation and Navigation Key Project Management Office praised the Hefei Institute for its strong commitment and detailed management plans. He called for strict implementation of the National Key R&D Program, emphasizing the “Legal Persons Ten†regulations, which highlight the primary responsibility of the leading institution and project leader. He also stressed the importance of expert consultation, team collaboration, scientific integrity, and regular communication with the management office. He encouraged the team to focus on results documentation and public outreach to support the project’s success.
The "Sun Radiation Spectral Space Radiation Reference Load Technology" project is led by the Hefei Institute of Physical Science, Chinese Academy of Sciences, in collaboration with 11 other institutions, including the Changchun Institute of Optics, Fine Mechanics and Physics, the Chinese Academy of Metrology, the Southwest Institute of Technical Physics, and the National Satellite Meteorological Center. Approved by the Ministry of Science and Technology on May 19, 2018, the project received 85.9 million yuan in funding and runs for four years (May 2018 – April 2022). It introduces a novel working system combining parametric down-conversion and low-temperature electric alternative measurement, aiming to breakthrough three core technologies: absolute value transfer using space-based low-temperature radiometers, wide-spectrum low-noise photon correlation detection, and verification of measurement accuracy and stability. The project targets a total solar irradiance uncertainty of 0.05%, spectral irradiance of 0.3%, and Earth reflection spectrum radiance of 1%, as well as lunar irradiance verification stability.
