"Sun reflection spectrum segment space radiation reference load technology" research project started

On July 30, the Hefei Institute of Materials Science, Chinese Academy of Sciences, hosted the official kick-off meeting for the Ministry of Science and Technology’s key research and development program titled “Sun Radiation Spectral Space Radiation Reference Load Technology.” The event took place in Hefei, Anhui, and was attended by officials from the Ministry’s “Earth Observation and Navigation” key special project management office, along with project consultants, experts, and representatives from all participating institutions. During the meeting, Liu Jianguo, Deputy Dean of the Hefei Institute, presented appointment letters to 11 project consultants. Representatives from the involved units pledged to fulfill their legal responsibilities, ensure proper project execution in line with national guidelines, and coordinate effectively to achieve the planned scientific objectives. Director Qu Zhe of the Hefei Research Institute provided an overview of the state-funded key R&D program and outlined the roles of the project management office. Researcher Zheng Xiaobing, the project leader, then shared details on the project’s background, technical approach, and work schedule. The consulting expert group emphasized the importance of this project in advancing China’s quantitative remote sensing capabilities. They encouraged the team to seize opportunities, aim for excellence, and highlight key achievements. The group also recommended learning from successful model projects, refining management strategies, and focusing on task coordination, scheduling, and risk monitoring. Additionally, they urged the development of industry-recognized testing standards and forward-looking research to support future developments. Deputy Director Xu Wei from the Ministry of Science and Technology’s Earth Observation and Navigation Key Project Management Office praised the Hefei Institute’s commitment and detailed management practices. He called for strict adherence to the “Legal Persons Ten” guidelines, reinforcing the leadership responsibility of the project lead unit and principal investigator. He also stressed the importance of expert guidance, team collaboration, scientific integrity, and timely communication with the management office. He encouraged comprehensive results documentation and public promotion to ensure the project's success. The National Key R&D Program “Sun Radiation Spectral Space Radiation Reference Load Technology” is led by the Hefei Institute of Materials Science, Chinese Academy of Sciences, in collaboration with 11 other institutions, including the Changchun Institute of Optics, Fine Mechanics and Physics, Chinese Academy of Metrology, Southwest Institute of Technical Physics, and the National Satellite Meteorological Center. Approved by the Ministry of Science and Technology on May 19, 2018, the project received a total of 85.9 million yuan in funding and will run for four years (May 2018–April 2022). The project introduces a new working system combining parametric down-conversion and low-temperature electric alternative measurement. It aims to break through three core technologies: absolute value transfer using space-based low-temperature radiometers, wide-spectrum low-noise photon correlation detection, and verification of measurement accuracy and stability. The project targets a total solar irradiance measurement uncertainty of 0.05%, spectral irradiance of 0.3%, and Earth reflection spectrum radiance of 1%. It also aims to develop a function for measuring lunar irradiance and verifying its stability. This initiative marks a significant step forward in improving the precision and reliability of space-based radiation measurements, supporting advancements in remote sensing and climate studies.
