In response to the EU's REACH regulation, which came into effect on June 1, 2007, the China Petroleum and Chemical Industry Association has taken proactive steps since May 2003 to support the industry in understanding and adapting to this complex regulatory framework. The association launched a series of initiatives aimed at raising awareness, providing resources, and facilitating compliance among Chinese companies.
First, an industry coordination group was formed, bringing together five major companies and professional associations to collectively address the challenges posed by REACH. This collaboration ensured a unified approach and better resource sharing across the sector.
Second, the association invested over 60,000 yuan to acquire the Chinese version of the "Green Paper," which includes the REACH Regulation and related materials. These documents were distributed free of charge to professional associations and enterprises, helping them build a solid foundation for implementation.
Third, under the Ministry of Commerce’s guidance, the association conducted surveys in key exporting provinces such as Jiangsu, Zhejiang, and Shandong. These efforts aimed to assess the current status of exports to the EU and evaluate how well companies were prepared to meet REACH requirements.
Fourth, multiple conferences were organized, including international events that brought EU officials to China to explain the regulation’s core principles and share insights on preparation strategies. These events helped bridge the gap between European regulations and local business practices.
Fifth, training sessions were introduced to enhance corporate understanding of REACH. Many small and medium-sized enterprises initially believed that their limited export volumes made compliance unnecessary. However, through these trainings, they realized that failure to register could result in losing both the EU and domestic markets. As a result, attitudes shifted from indifference to urgency, with greater recognition of the importance of REACH.
During the pre-registration phase from June 1, 2008, to November 30, 2008, companies that failed to register faced higher costs when exporting to the EU. To help businesses navigate this process, the association made five key preparations: establishing a dedicated REACH technical service center, forming a leadership group, partnering with Finnish REACH experts, collaborating with domestic firms like Beijing Huateng New Material Co., Ltd., and organizing preparatory meetings with experts.
The association also encouraged early registration and shared best practices among participating companies, aiming to maximize participation before the deadline. These efforts not only supported the chemical industry but also served as a reference for China in developing its own environmental and trade policies. By responding to REACH, China is driving innovation and promoting sustainable growth in its oil and chemical sectors.
