Semiconductor lighting is one of the hotspots of global concern that emerged at the beginning of this century, and has been highly valued by many countries. LED is the core device of semiconductor lighting. Because it is PN junction light, it has many advantages such as high brightness, high light efficiency, long life and environmental protection. Its application has been rapidly developed in recent years. Especially after the successful development of GaN-based blue LED light-emitting devices by Nakamura in Japan in 1993, the white LED technology and industry based on blue-chip chips have developed rapidly. At the same time, the high-radiation blue light radiation damage to the human retina has also attracted global attention. The emission spectrum of the current GaN-based blue LED is in the sensitive spectral position of the human eye retinal photochemical damage, internationally based on animal experiments and human eyes. A large amount of scientific data has been obtained on culture experiments of tissue cells on the retina. At the CIE Conference of the 27th International Lighting Commission in South Africa in July this year, the chairman of Hangzhou Zheda Tricolor Instrument Co., Ltd. pointed out that the current level of photobiological radiation hazard of a small number of LED products can reach the second class RG2 (Note 1); When a person's eyes look at a high-brightness LED for tens to hundreds of seconds, it may cause permanent photochemical damage to the retina of the human eye.
Internationally, the European Commission issued Order No. 25 in 2006, which puts safety and health requirements on the hazards caused by exposure to artificial optical radiation. At present, the European Union has listed the photobioradiation safety of LED products as an important requirement for product safety CE certification; the United Kingdom, Germany and other countries have established corresponding mandatory safety standards for LED products; last year, French food, environment and The Occupational Safety and Health Administration has also issued relevant documents to consider light health issues in lighting systems for LEDs. The United States has established relevant standards, and the US LED product safety certification UL standard has also begun to develop corresponding market access requirements.
International Lighting Product Standardization Committee IECT34 has specified photobioradiation safety requirements in the safety regulations for LED modules, LED self-ballasted lamps, LED lamps and other products; IECTC76 of the International Radiation Safety Standardization Committee is working on a series of photobiological radiation safety standards. (IEC 62471); among them, the basic standards for photobioradiation safety and guidelines for manufacturers' requirements have been published. Photobiosafety standardization of LED products is currently the most important work of IECTC76/WG9.
With the wide application of LED products, how to ensure the photobiosafety of LED products entering the market is a matter of great concern to the international industry. The International Electrotechnical Commission's product conformity testing and certification body IECEE is establishing corresponding product certification specifications. How to conduct scientific testing of photobioradiation safety for LED products is currently the focus of international concern. At the 74th IEC International Standardization Conference in Seattle, USA, at the 74th IEC International Standardization Conference in Seattle, USA, the National Committee of China proposed a proposal for the international standard of light bio-radiation safety-measurement methods for lamps and lamp systems. Support and confirm that China has proposed a new draft international standard.
In March of this year, the draft IEC international standard drafted by Hangzhou Zheda Tricolor Instrument Co., Ltd. was submitted to the IEC Central Office by the China National Standardization Administration, and then voted for three months. The vote ended at the end of July. The proposal was approved by 100 countries and confirmed. Prof. Tong Tongsheng, the chairman of Hangzhou Zheda Tricolor Instrument Co., Ltd., served as the leader of the project. At the same time, six countries sent experts to participate in the formulation.
In the international arena, China is a big manufacturing country of lighting products, and has been in a weak position in the formulation of international standards. It has not taken the lead in formulating international standards. In recent years, China's semiconductor lighting industry has developed rapidly and will become an important manufacturing base in the world. Therefore, China has played a leading role in the development of new areas such as photobioradiation safety, especially the formulation of mandatory international standards, and will have an important impact on China's semiconductor lighting industry from a manufacturing power to a manufacturing power.
