According to the notice, the vehicle's compression ignition engine (ie, diesel engine for vehicles) and the vehicle are tentatively postponed for one year to implement the national IV standard. From January 1, 2012, all new compression-ignition vehicles (diesel vehicles) that do not meet the requirements of the National IV Standard shall not be sold or registered. As we all know, because of oil products, costs, technology, and other reasons, commercial vehicle IV has not been implemented in accordance with the original scheduled time, but postponed for many years. Beijing's implementation of the National V emission standard in advance is in line with the current trend of energy conservation and environmental protection. However, the challenges brought about by the upgrade of the standard to the automotive companies include the technology and cost.

It is undeniable that the increasingly stringent regulations on environmental protection emissions have a very positive significance for promoting environmental protection and promoting the progress of the entire automotive industry. However, because of oil products, cost, technology and other reasons, commercial vehicle IV was not implemented as originally scheduled, but the implementation of the policy that was postponed to 2012 was introduced, leaving the commercial vehicle company's eyes falling behind. Commercial vehicle companies can arrange production and organize supply accordingly. Because the Beijing Olympic Games, the Shanghai World Expo, and the Guangzhou Asian Games played a role in the nationwide system, the above three cities took the lead in implementing the National IV standard in China. According to the policy, the IV standard for diesel vehicles over 3.5 tons that was originally scheduled to be implemented on January 1, 2010 was postponed for two years; the diesel vehicles under 3.5 tons were postponed for three years, and the national IV standard was implemented on July 1, 2013. .

The phenomenon that the quality of oil products has always been below the requirements of automobile emission standards has continued for many years in China, and oil products that meet emission requirements cannot be supplied to the market simultaneously. This has affected the smooth implementation of China's overall strategy for energy conservation and environmental protection. In the specific operation process, the implementation of oil quality standards should be earlier than the implementation of emission standards of the same level. This can be said to represent the voice of most industry professionals. The implementation of the National IV Standard and the implementation of the National V Standard from a number of cities in the Pearl River Delta are also gradually progressing. It is very difficult to advance. Among them, the biggest problem is that China IV oil cannot be bought.

The backwardness of commercial vehicle technology is another reason why the National IV standard has to be postponed. In an interview, Cui Dongshu, deputy secretary-general of the National Passenger Vehicle Market Information Association, said that the interval between the upgrade of foreign emission standards was 4-5 years, while China’s implementation of State IV from July 2008 to July 2010 was mandatory. The past two years. “The company did not have a reasonable time to achieve its own technological breakthrough, resulting in the launch of the China IV model by self-owned brand auto companies in the market. All of the fuel and emission systems of foreign brands such as Bosch and Delphi are not only detrimental to the sustainable development of the Chinese auto industry. From the perspective of corporate costs, how much burden does the National IV standard impose on car companies? China IV requires that vehicles on the State III basis be reduced by approximately 50% in the emissions of light-duty bicycles, reduced by approximately 30% in the emissions of heavy-duty vehicles, and reduced particulate emissions by more than 80%. This requires that the electronic fuel injection system of the car engine needs to be re-matched, and the catalyst formula is recalibrated, and precious metal elements are added, so that the control accuracy of the electronically controlled fuel injection is higher. It is estimated that the total vehicle cost will increase by around 3,000 yuan.

From an environmental point of view, breaking the pollution of 5 million motor vehicles is one of the major sources of pollution in Beijing. The air quality must be continuously improved. The first thing that needs to be addressed is the pollution of motor vehicles. During the “Twelfth Five-Year Plan” period, the task of emission reduction has been aggravated, and the prevention and control of motor vehicle pollution is the top priority This will also be the reason for accelerating the implementation of the V national emission standards for motor vehicles.

However, from a realistic point of view, advancing environmental protection and promoting energy conservation and emission reduction are indeed major policies. Once they pose a great challenge to corporate interests, they will certainly encounter resistance. According to relevant comments, Sinopec and PetroChina are central state-owned enterprises. The government cannot use the so-called "standards" to restrict it. Only "standards" can be used to restrict more highly-automated car manufacturers. This is the reason that the pressure on emissions is imposed on automotive companies. The crux of the problem lies.

As we all know, the emission standards have been upgraded from State IV to State V. For passenger cars, technology and cost are relatively difficult. For commercial vehicles, every upgrade of emission standards is very difficult. Under the existing conditions in China, how can companies grasp the pace of upgrading their emission standards? “Energy conservation and environmental protection are the trend of the times, but commercial vehicle companies have to survive. How to achieve a balance must grasp the rhythm of emission upgrading. However, grasping the rhythm does not mean that there is no progress. Auto companies should make breakthroughs in core technologies.” Fu Yuwu, executive vice president of the Automotive Engineering Society, said that the pace of emission upgrades requires an accurate grasp of time. A vehicle that satisfies the National V emission standard, which is only developed, will take at least two years. If it is an upgrade of a diesel engine, it also involves the use of new technologies and will take longer. In this way, the rhythm of the four-year emission standard upgrade may be more reasonable. Otherwise, new products have just been developed and faced with a brand new upgrade. Enterprises certainly cannot afford it.

In this regard, some industry experts have stated that it is not too early for Beijing to apply for the National V Standard. Many foreign countries have been preparing the National V emission standard a few years ago. “I am very anxious for commercial vehicle companies. The higher the emission standards, the greater the difficulty of upgrading the technology and the greater the gap with foreign countries. Without core technologies, our products are a pile of waste iron.”
