Nanning adjusts taxi ride price to traffic waiting for 5 minutes

In the future, if the traffic is over 5 minutes, people will have to pay a waiting fee.

On March 19th, the reporter learned from the Nanning Municipal Price Bureau and the Municipal Transport Bureau that from March 20 onwards, it will further improve the linkage mechanism of Nanning’s taxi transportation price. In layman's terms, it is to adjust the waiting time for taxis. Fuel surcharges are linked to the rise and fall of gasoline prices. Recently, the "Notice on Further Improving the Linkage Mechanism of Taxpayer's Price for Taxi Transportation in the City" (Southern Price [2012] No. 18) has been issued.

Fuel surcharges linked to gasoline prices

The fuel surcharge for taxis is linked to the price increase and fall of gasoline prices. Regardless of whether the trip is farther or farther, it is based on the linkage method of oil price increase by adding or canceling the taxi fuel surcharge.

According to the notice, taxis start within 2 kilometers (including 2 kilometers) and no fuel surcharges will be charged. If it is more than 2 kilometers, it will be linked to the oil price to collect the fuel cost. The 90° gasoline high retail price announced in the notice of the autonomous regional price bureau reached 5.09 yuan/liter, which is the starting point for adding fuel surcharges for taxis. That is, when the price of 90# gasoline reaches 5.09 yuan/liter, it exceeds the starting mileage of 2 kilometers and the fuel surcharge is charged 1 yuan per trip. With a base price of 5.09 yuan/liter, when the price of gasoline rises to 1 yuan, a fuel surcharge of 1 yuan is added (see the attached table for details).

Parking for more than 5 minutes to pay the waiting fee

According to the relevant personage of the Nanning Price Bureau, the current taxi pricing policy in Nanning was formulated after 1997. The current tariff policy has not been adapted to urban development. There are problems such as long wait time for waiting for taxis, congestion on roads during peak traffic, low carrying rates, and reduced driver income.

In order to ease the pressure of taxi driver's operating cost increase, according to the “Notice of Establishing the Linkage Mechanism for the Price of Taxpayers in Taxis” (Guilin Electric Power [2006] No. 30) by the Price Bureau of the autonomous region, with the consent of the Nanning People’s Government, the While perfecting the oil price linkage mechanism, Nanning shortened the waiting time for parking in the course of driving and adjusted the waiting time.

How to adjust the waiting fee? According to the relevant person of the Price Bureau, under the premise of keeping the overall freight structure unchanged, the parking waiting time accumulated during the driving process should be appropriately shortened. Namely: The taxi parking during the waiting period does not charge within five minutes; after more than five minutes, 50% (0.8 yuan) of the vehicle-km price is charged for parking fees for each accumulated three minutes.

After the adjustment of the waiting fee, the fees paid for re-adjusting and testing the rental car's price list shall be borne by the taxi operator and cannot be passed on to the taxi driver.

"Four Points" Reducing Taxi Operating Costs

In order to reduce the pressure on taxi operating costs, Nanning will solve the cost burden caused by road congestion through “four points”.

That is, the government bears a little. It is mainly to increase the construction and renovation of urban infrastructure, to solve the problem of congestion, and to ensure the smooth flow of roads; the taxi companies bear a little. It means that taxi operators must share operating risks with taxi drivers and distribute operating revenues rationally; taxi drivers pay a little. Taxi drivers use high-quality services to increase operational efficiency, increase operating revenues, and compensate for increased traffic congestion through traffic balances throughout the day; passengers take a little more. By shortening the accumulated waiting time for parking during driving, the passengers bear some of the increased freight.
